He holds a PhD in Regional and Urban Planning from the Instituto Superior Técnico, a master's degree in Environmental Management and Policy from the University of Aveiro, and a bachelor's degree in Tourism from the University of Algarve. He was Secretary of State for Tourism, Trade, and Services in the 23rd Constitutional Government and has extensive experience in strategic planning, European funds, and regional development. He was director at Turismo de Portugal, where he led the development of the Tourism Strategy 2027.
