Carlos Eduardo Martins is a Principal Portfolio Manager of the Investment & Treasury division at the European Stability Mechanism (ESM) in charge of a €20bn sub-portfolio. He joined the ESM/EFSF in 2012 and is responsible for investing part of the €80.5bn Paid-in Capital, in line with the ESM Investment Guideline. He has been working in fixed income markets for over 17 years, helping develop the ESM’s asset allocation, the ESG strategy and the investment framework since its inception in 2012. Furthermore, he also participated on an IMF technical assistance mission, as a Reserve Management Expert. Prior to join the ESM/EFSF, Carlos spent over 6 years as a proprietary trader for a Portuguese investment bank, covering a vast array of fixed income instruments, and focusing on global macro trades.

Carlos is currently also focused on developing the European Sustainable Finance framework, in particular the EU Taxonomy as an appointed observer to the European Commission’s Platform on Sustainable Finance since 2020 (as ESM’s representative), being a regular public speaker on international sustainability-related events.

Carlos graduated in Economics at University of Aveiro (Portugal), obtained an M.Sc. in Finance from Lancaster University Management School (UK), is currently a PhD student in Economic and Social History at ISEG (Lisbon) and is a visiting lecturer at Universidade Catolica Portuguesa (Porto).”
